First, we evaluate the submitted video or image, examining the frame rate, resolution, lighting, compression and other factors, to determine whether a positive identification is possible. If it is, we next examine the subject and look for identifiable characteristics. For people, this might mean facial features, height, clothing, shoes, etc. For vehicles, this can mean make and model, license plate numbers, hub caps, paint damage, dents, etc. The image can be compared to known information to help determine the likelihood of a positive ID.
